Combat is the only time I'd really roll any dice for one. If someone just wants to use one to get to the top of an undefended platform (such as a roof) GM handwave is the way to go.

I will say this for it. The criticisms normally leveled against ROTJ are unfair and inaccurate. It's also still better than most action movies.
