I remember reading somewhere in Star Wars, that they have high tech slave collars for slaves, which are pretty easy to pick out in a crowd. They can shock, or even detonate killing the slave if a certain button on a control is pressed. If you wanted to take it a step further, they could behave in a way where if they leave a given area x meters they're shocked, if they move beyond y meters, then the collar detonates killing the slave.

Seems pretty sci-fi to me.

The solution? Launder the slaves. Take them somewhere off the grid and get them new identities. Someplace outside of immediate Empire control, preferably who would be sympathetic to freeing slaves (or be willing to do it for cash). If you have Rebel contacts, they might be able to do it. There might be some anti-slavery groups with the means to do it.

One wonders for slave owner paperwork. Is it just a name and pic of the slave, or does it have say a copy of their DNA/finger prints?

he, I don't like someone, I go out higher some nasty counterfeiter and have fake papers made up then go and complain that my slave escaped.

okay....here is my work in progress.


Slavery in the Empire

There has always been slavery in the Galaxy. For many years the Republic had outlawed slavery, but the laws were unenforceable in many parts of the Galaxy.

When the First Galactic Empire was founded following the Clone War there were some relaxing of the slavery laws in order to accomplish some very specific goals.

Slavery had been contentious among some members of the Republic. The Emperor made it legal again in order to secure the support of many of the cultures that supported the practice and to make allies of some factions that had been opponents to the Republic.

Keeping it heavily regulated appeased some who were squeamish about the idea of slavery, promising them that it would only enslave those beings and species who deserved it. Species that would actually be helped by being taken care of, in return for service to the Empire.


Types of Slaves

Unskilled Laborers
Skilled labor
Domestic Servant
Senior Domestic
Public Servant
Senior Public Servant
Entertainment
Military




Species Classification

Some species were de-classified as sentient. This made them non-regulated under the Imperial Slavery system.

Slaver documentation

Imperial Slave Acquisition License: 5000cr/ year. Bureaucracy: DC 15
This gives the bearer the legal ability to take declassified species as slaves by force and to buy sentients in order to resell them. Paired with a standard Imperial Peace Keepers Certificate it permits the bearer to hunt down runaway slaves.

Slave transportation permit:

This documentation is required for the shipment of slaves as a commodity. This does not apply to a citizen transporting personally owned slaves with valid private ownership bill of sale. Bureaucracy DC: 10
50cr per slave to transport out of a system.
100 cr per slave to transport out of a sector
200 cr per slave to transport out of a region.

Slave Vendor Licence:

Any being that runs a slave auction or other establishment to sell slaves to the public requires a licence to operate. This also ensures that the appropriate taxes are paid.
5,000cr/ year. Bureaucracy: 10

Slave Owners Certificate

Some sectors require any slave owner to obtain a certificate. This comprises a background check and psychological assessment to ensure that the owner is responsible and not overtly sadistic. This certificate helps to ease the conscience of some of the sector politicians. In practice, the checks are cursory at best. Typically only those with serious criminal records are denied.
500cr Bureaucracy DC: 5

Personal Ownership Bill of Sale
When a private citizen purchases a slave from a legal vendor, they will be provided with documentation to show the transfer of ownership. The data is recorded with imperial records and includes all of the details about both slave and owner. This is a one-time cost of 5% of the sale price of the slave. The owner is provided with a data chip with all of the relevant information and serial numbers. Any other control methods are optional at the buyers discretion.




Slave designation and control methods

Collars and chains
One of the most basic and primitive methods of showing that a person is a slave and controlling them is by affixing a collar, typically of metal, or some strong material. The kit may include shackles for other limbs and chains of various lengths that serve to keep the being from moving with ease. This inhibits their ability to run away and/or turn on and overpower their owner.

Branding/ tattooing
The slave is marked with a symbol, insignia or inscription that designates them as a slave and may give indication as to who the owner is. Depending on where the mark is located it may be overt or subdued. Although it gives designation it may also provide a small amount of control as it makes it may be more difficult for a runaway slave to blend in with a civilian populace.

Tech Collars
Collars of a higher tech level are available. These can provide electrical shocks to the wearer based on proximity; either too close or to far away. The proximity can be related to an item of control such as a remote or to a fence line or other transmitter. The shocks can also be administered based on actions taken by the wearer, such as moving too quickly, making noise etc or by direct input by the owner; voice command or pressing a button.

Internal chips
Some slaves are implanted with subdermal chips. The most basic allow quick scanning by imperial and security forces to determine the slaves identity and ownership.

The more advanced versions provide long-range tracking information, and may include electrical shock stimulus as described for tech collars. Some are made with small explosive charges which result in the quick, violent death of the slave if they take certain actions.

Chemicals

Some slaves are controlled through the use of mind-altering chemicals. This can serve to make them more docile and receptive to instructions or it may keep their cognitive abilities reduced so that they do not miss their freedom or to inhibit escape planning.

Addiction
Some slaves are controlled through addictions. They come to be reliant upon a stimulus and go through withdrawals without it. The withdrawal may even be fatal. Potent spice is the most common substance used, but there can be other stimulus, such as the addictive subsonic vibrations of species such as the t'landa Til



Manumission of Slaves

Runaway Slaves
When a slave escapes from his owner, he designated a runaway. The owner will typically file a runaway slave notice with local law enforcement. There is a 2000cr charge for this report.

The report acts as a defacto bounty on the runaway slave. Anyone who brings the slave back to the owner is entitled to a 500cr reward; with the empire keeping the other 1500cr as administration fee.

If the person who brings the slave back is a licenced Slave Catcher, they are entitled to 1,500cr, with the empire keeping 500cr for administration.




If the owner does not file a runaway slave notice, the slave may still be located and apprehended through routine identity scans or if the slave is arrested on an unrelated matter. In this case the slave is incarcerated and made property of the empire. If it is a Salve Catcher who returns the slave to the empire, the empire will pay the 1,500cr reward.


The owner will then be contacted by official channels and issued a bill to buy back the slave. Typically the bill is very near the total value of the slave.

If the owner cannot or will not pay the price, the slave becomes the property of the empire and will typically be re-purposed or sold at a government auction.

Owners who wish to go to greater lengths to retrieve a runaway slave can post a bounty in the normal fashion.

Slave catchers can take a chance runaway acquisition back to the owner in order to negotiate a reward with the owner, but this is an offence punishable by a fine of up to 5000cr and revocation of the catchers license. Even still, Slave catchers are typically not the most scrupulous of individuals and the arrangement can often work out to the betterment of both Catcher and Owner.


Slave Catchers
Persons possessing both a basic IPKC and an ISAL (described above) are authorized to seek out and capture runaway slaves. They are typically viewed as low-rent bounty hunters who cant hack it hunting real criminals. Runaway slaves are typically worth only 500cr apiece


Illegal slavers

Although slavery is technically legal in the Empire, the amount of regulations ensures that there are going to be some slavery practices that ignore them. These slavers are thus illegal slavers.

The primary reasons for being an illegal slaver are to save the money and hassle of the certificate and permit system, as well as to obtain slaves that would otherwise be forbidden, such as kidnapping of imperial citizens and the theft of legitimate slaves belonging to others for resale purposes.

The penalties for illegal slavers are very steep and are on par with piracy.

What about slave rights?

Where it's regulated and enforceable what kind of laws protect slaves from mistreatment and abuse?

If there are laws protecting the treatment of slaves are the punishments less severe than the equivalent laws protecting free beings?


Oh and since Star Wars has cyborgs and cybernetic prosthetics they surely can come up with something like the Subdermal Governors used on Mutant X to control/punish unruly slaves.

An implant under the skin that attaches to the spine and can't be removed without special surgery. It might even be a cranial implant.

Such a device could trigger pain in a slave if it got too far away from the base unit, or too close to preset boundaries. Like an invisible fence.

Then of course there'd be the remote control. One setting could be used to punish a slave and another setting could stimulate the pleasure centers of a slaves brain to reward good behavior.

If the implant actually caused the production of endorphins or the alien equivalent slaves could become addicted and as a result become eager to obey their owner in order to get their "fix".
