Hoping on the Inquisitor history train... It is possible that Sidious had the Inquisitorious created during or prior to the Clone Wars. Byss, being his secret throne world, could have been the perfect place for him to have secreted them away until he was ready to use them.

Of course, it's all conjecture at this point. The Inquisitors have always played a strong role in our RPG campaigns. Perhaps this will require some in-depth research...
