Once the base skill is equal or higher the character is no longer specilaized, BOTH are in fact RAW, the quote you made here is until the base skill is higher.

As I understand the specialization rules the specializations "goes away" when the base skill is equal to the specialization.
So Blaster 5D+1 and a Specialization of Hold out for 6D+1 ... |
