I'd drop dodge to 4d+2, blaster to 4d+2 (gaining you two pips), and maybe comp/prog, as to me that's not needed for a saber rake..

A thousand or so, here and there does add up but that also depends on how 'poor' you keep your characters..

BUT if as it looked like it, was just mass broadcasted, why couldn't any of the other rebel ships, have received the transmission??
