Great site you have here. Glad I found it.

I remember a rule from a supplement (can't remember which) that I have lost over the years that allowed characters to improve their personal equipment. There was even a rule for reducing the armor penalty. Does anybody know about this rule?

I seem to recall Galladium's Fantastic Technology having some rules for "Jury Rigging" equipment (namely blasters) but I'm not sure if that's what you're looking for. I could be wrong about the book also.

The jury-rigging rules are actually on pg 2 of Cracken's Rebel Field Guide.

The second edition, revised and exbanded, corebook also has instructions for weapons on page 62. Was looking at the thing on lightsaber construction in the Tales of the Jedi Companion and it redirected me there. But as for jury-rigging, your best off checking pages two and three of Cracken's Rebel Field Guide. It also mentions checking page 29 of the Star Wars Rules Companion.

Yes, I see them though they look very basic. Try to find the Cracken's rules if you can.

Yes. The first edition allowed characters to modify their personal equipment by spending an appropriate amount of credits and rolling the appropriate repair skill -or- paying more credits and hiring someone else to roll for you. If successful, the character spent character points as if he was upgrading a personal skill. Example: A 4D blaster/sublight drive could be upgrated to 4D+1 by rolling a very easy blaster/starship repair and spending 4 character points. The difficulty increased one level for each modification. The maximum modifications was 5. We also used it to reduce armour DEX penalties.

Cracken's Rebel Field Guide gave rules for jury-rigging items in the same way but no character points were spent. These jury rigs are unreliable and fail (sometimes spectacularly) when a 1 is rolled on the wild die.

The players like this rule so much, we still use it although we play 2nd edition (mostly).

Galladium's Fantastic Technology has a few bits of Cyborged parts in it.

Cracken's Rebel Field Guide has more.
