Under almost all circumstances, yes. The possibility of extreme exceptions is noted in the core rulebook, such as the fact that Tarkin would gained a Dark Side Point for the planetary scale murder and destruction of Alderaan and its entire current population, even though he's not Force Sensitive and had no reason to be using a Force Point to do it. (That's the only example that's given though, so I've assumed it would have to be something on that general scale.)

Dark Side Points probably don't have that profound an effect on non-Force Sensitives either, at least mechanically. In the one instance we had a non-Force Sensitive gain one, he just role played the effects of having created a "fracture in his soul" rather than doing it in rules terms, because there really isn't much covering that. (This happened because he spent a Force Point to commit cold blooded revenge-murder, for an in-character reason based on background, which made an overwhelming amount of sense at the time.) He eventually lost it as the result of extreme heroism during the campaign's final (planned) suicide mission, though he died very shortly thereafter.

I once ran an adventure for a couple of non-Force-sensitive bounty hunter PCs just trying to get make money when they had a run-in with an entire street gang who wounded them, so the PCs ran off and a chase began. The PCs got separated and the Wookiee PC ran into an slum apartment building to try to lose them. He ripped off an apartment door and found an innocent, frightened, frail old human lady standing in front of him. The player first told me he would smack her aside to get to her window out of the building, but I said that's just too evil so I would have to give the PC a Dark Side point for that. The player then thought for second, and said he gently picked up the lady and set her aside. Then he walked into kitchen, opened her refrigeration unit, got out a blue milk carton and chugged it all gone. Then went back to the outer hallway, picked up the door and held it in place with one hand while he looked back at the old lady making the hush sign. Then they heard the street gang run by in the hallway. A little bit later he peaked out to see the gang go out of the building and split up. He then carried the door through the apartment, stopped in front of the window, smiled back at the old lady showing all his teeth and then threw the door through the window to break it open big enough for him to climb out and up on to the roof of the building.

We had a Force Sensitive Wookiee in one of our games years and years ago, and that fueled some fun adventures and plot lines. Once he discovered his connection with the Force, the couple other Force Adepts we ran into were very cautious about training a Wookiee, due to their natural tempers and tendency to fly into rages (which seemed like a quick path the Dark Side.) He ended up being encouraged to make a pilgrimage to Kashyyyk to find out how this problem was dealt with among the mystics of his people.

The answer to his dilemma unwittingly came the tale of a notorious Dark shaman of old, who referred to his teacher as a "bug eater and tree licker." As it turned out, that wasn't just a colorful insult, Wookiee shamans did used to use their claws score the bark of a particular type of parasitic tree which grew out of wroshyrs and lick the sap, which worked as an entheogen to deaden their natural tempers and (in larger doses) produce visions. (They never found out what bugs were referred to, or what use they might have had.)

However, without anyone to teach him how to do it, it took some time to get the dosage right, and he ended up turning into a bit of a big furry hippie stoner for a while, until we got someone to synthesize the active chemical and figure out right effective dosage. The visions higher doses produced weren't from the Force, they were just chemically induced (but pleasant) hallucinations.

It was also discovered that Wookiee Force Adepts of old weren't warriors like Jedi, the Light Side ones were generally spiritual guides, advisors and voices of wisdom and reason to their tribes. Those who went Dark went very Dark, and there were enough chilling tales of powerful evil shamans to make most eventually discourage pursuit of the old mystic ways altogether, so there were no cultural mentors to be found for him.

He eventually became a Jedi and diplomat, and it just worked in his favor sometimes that he was more intimidating in appearance than he was in behavior. (Long term use of the drug had a strong impact on his personality, he ended up being extremely level headed for a Wookiee after he adjusted to it.)

This is most dope. Nice work, Brain.

My only recommendation in addition to those already stated would be to photocopy a few choice pages out of the source material (here you can use your discretion with P&P and others) and paperclip it to your primer when you hand it out so that folks can see that there are a lot of options to be had for such PC's.
