Nice rundown..
Now would anyone say there'd more likely be MORE just 'force users' still left, not actual jedi??

Force Users didn't stop being born. And the Empire was looking for them as Younglings, to bring to the Emperor at his orders, to corrupt to the Dark Side. Or shot.

There was even an episode of Rebels about an infant force user.

And, of course, Baby Yoda ("The Child") is around, seeing as he is 50-years old by the time of The Mandalorian.

Oh yeah, there are DEFINITELY be Force Users still alive. Varying levels of them, from a "broom boy" sort of Force User to the Alex Winger type of Force User.

Depending on the time frame from Star Wars to Return of the Jedi, there may or may not be Imperial forces looking for those Force Users. The more they "create ripples" in the Force, the more likely they are to gain unwanted attention from people who may want them for less-than-friendly interaction.
Even after Return of the Jedi, there are probably still an Inquisitor or some other Imperial so-and-so who would be searching for a Force User to build their own Empire or gain an apprentice for nefarious deeds.

Yeah, I just put a whole monestary full of Force users in my game. Their entire focus was on feeling the force and use it for their own self-awareness. But they were keen to not train anything that even looked remotely like Jedi powers.

Part of the dynamic was to introduce a group that the characters could try to court, but who were mostly interested in navel-gazing and not wanting to agitate the Empire. But, hey, if the characters wanted to do a meditation retreat, the monks would be more than happy to let them join in.

I had one player, who's brother created a monastery like order of force users, that served his home made planet, as their healers.. ALL they did was used the force to heal, whether disease, injury, alcoholism, or anything else.. Even the imperials didn't "See them as a threat"... (or so his brother said)...

I mean, for both of our monestaries, things can only go well so long.

In mine the monastery has had good PR and historical presence for too long that the local governor isn't going to risk outright destruction and then have to suppress a population. He's content to regulate the monastery to death.

Tax exemption? Oh, that expired. Need a building permit to do crucial repairs? Hrm... well... that permit didn't get approved. etc.

Hard times can kill an organization, especially if they're engineered. Once there's no organization, then things can go very poorly for the individuals.
