I tend to view them kind of like Earth's knowledge of the Mesopotamians... lots of people kind of know they existed, and maybe a bit about where they did and some facts about them, but nothing in detail. Scholars, of course, will know more about them, but there's still going to be significant gaps in their knowledge.
As for technology level, I would say their base technology level would be well below the modern Galactic average... their blasters are less hot with shorter ranges, their spaceships are slower, etc. Not that they were bad... just that they were state of the art 30,000 years ago, which is 30,000 years ago, and so a bit behind modern technology.
