If the first or second Death Stars had that many ISDs as well as support craft and fighters then why in the name of the force would they have not deployed them for battle?
Saying they would allow the fleet to remain locked in dock during a battle is a level of arrogance and incompetence I am not even willing to attribute to imperials assuming the running jokes of their incompetence were true.
