Because debating how/if a thing fits the setting is a huge portion of what we do here, so I don’t see why it is necessary to bemoan the status quo. If you want to believe that a totalitarian, largely uniform Imperial military will tolerate mavericks who deviate from doctrine simply to justify including a largely useless gimmick system with limited tactical and strategic value, that’s certainly your prerogative in your campaign.
