Yeah, that's probably what they meant. Perhaps it was a holdover from an earlier version of the script (before they knew that they were going to call them droids).

"Cyborg" could even be a holdover for the term "Cybot Galactica", the company that made 3P0 (originally, and that Anakin is said to have salvaged parts from).
