I've always though stormtroopers should have more skills and be more of a threat so I've come up with the following three stat blocks, one for average stormtroopers, one for an experienced trooper after a few years of service and one for a veteran of many years of service and battlefield experience.

Type: Stormtrooper
DEXTERITY 2D
Blaster 4D, brawling parry 4D, dodge 4D, grenade 4D
KNOWLEDGE 2D
Survival 3D
MECHANICAL 2D
PERCEPTION 2D
Search 2D+1
STRENGTH 2D
Brawling 3D
TECHNICAL 2D
Armour repair: Stormtrooper armour 2D+1, blaster repair 2D+1
Character Points: Varies 0-5
Move: 10
Equipment: Blastech E-11 blaster rifle (5D), Blastech DL-18 blaster pistol (4D), stormtrooper armour,
Special Abilities:
Armour familiarity – no Dexterity penalties while wear stormtrooper armour.
Loyal – completely loyal to the Galactic Empire cannot be bribed seduced or corrupted, will follow orders from any Imperial official with correct credentials.
Combined fire – any squad or smaller group can combine fire with out requiring a Command test.

Type: Experienced Stormtrooper

I notice none of the scout troopers have vehicle blaster (since their speeder bikes are the ones with weapons!).. I'd also give them sensors since they are supposed to be scouts.

Ah good point will adjust them and repost probably tomorrow, they were based on the stats in rules of engagement with a few other skills I though they should have added.

Okay a few minor changes to the scout trooper adding vehicle blasters and sensors, took a few points of blaster and survival to keep to my system.

Each step in experience is +3D attributes and +6D skills, so the veteran trooper has +6D attributes and +12D skills over the basic fresh from training trooper.

I'm finding at higher levels I may need to add more skill points and less attributes but so far it it seems to be working.

My next trooper will probably be the snow trooper or the desert assault trooper, for the rest of the more specialised troopers will be starting with the experienced stormtrooper as the basis before receiving their specialised training. So will only have two levels of trooper experienced and veteran

Okay changed my mind a created three levels but the veteran feel very powerful, I kinda expect to only find these in the most elite of units and only a few per platoon or company, some thing to really scare players with one in a while.

Which one?

Most gain to their search over time.

Not sure willpower would be needed for stormtroopers?

Apart from that are the added skills worth adding, I think round out what should be terrifying troops to face, not the walk over that most stormtroopers are.

If you think having a 6d+1/6d+2 in a combat skill is making someone very powerful, then you and I have different views of what powerful is.

Maybe terrifying for beginning characters, but ones with say a few dozen games under their belts, even your 'veterans' are not as much of a threat as you seem to want to make them out to be.

The gm screen gives skill level equivalents and 6D is 1 in 100,000 which for veteran troops seems about right especially for what are fairly common troops.

I don't feel comfortable adding too many skill dice to what are minor NPC's

I know to experienced charcters they don't seem like a threat but when you thrown in combined fire, cover and tactics they do act as a threat.

coming from a military background id argue that the experienced level troopers would be your average troopers. though id throw in a few more skills to better represent a force thats "supposedly" known as the best throughout the galaxy.
