If you're looking to have PCs that have these occupations, consider this: If they're part of the government, whether Imp or not, there's always going to be someone trying to bribe them. Bribery is rampant in the Empire, and any good governmental official is going to, at one time or another, be approached by someone who wants to do something they shouldn't, and they're going to offer credits for the privilege of doing it unimpeded. If your official is an NPC, you'll likely want to know this for your PCs to be able to bribe him. If the official is an Imp looking to defect, he might look for opportunities to take in as much bribe money as possible to finance his escape- although he'll need to be careful, because just as the Empire is rife with bribery, it's also chock full of informants who will sell anyone for a few credits. It all depends on what you want to do with the information.
