Correct, Hayden Christensen and Naboo with Gungans were not added until the 2004 DVD editions. The 1997 versions that were in the theater ("Special Editions") have never been released on DVD. The only digital format for those was laserdisc, those big record-sized discs. I've seen those at Half-Price Books but I've never had any laser disc tech. I only have the Special Editions on VHS. I never owned the classic trilogy on any digital format until 2004, and then I replaced those 2004 DVDs with the 2006 DVD rerelease that has the original versions of the films as bonus discs.
Classic Trilogy Editions - last five versions
1997 Special Editions (VHS & laserdisc)
2004 DVD versions (often erroneously referred to as Special Editions)
2006 Original theatrical versions adapted to DVD
2011 Blu-Ray versions
2019 Disney+ 4K versions
I presume that the HD digital download versions currently available are the 2011 blu-ray versions but I don't own them. The 4K versions are currently a Disney+ exclusive but they are going to be released for purchase next month, I believe.
