Yep.

With respect to police being occupiers, it's important to remember that the equipment issued or authorized will be dictated by the intended role that such a force is intended to play.

A military occupation is designed to suppress large scale (or wide spread/well entrenched) resistance. A "police force" can only deal with highly localized, isolated incidents--its not equipped to quell a rebellion that is armed and organized with military scale equipment.
