So, a discussion on FB got me looking at the availability of Grenades, which is 1, R. And I was a bit confused, at first, because 1, to me, says "Widely available". Then, I put a bit more thought into it, and parsed out the system. 1 just says that pretty much anyone CAN make it, but the R says that only some people MAY have them.

But how R is R? How easy is it to get something that is Restricted? Obviously, this varies a bit by campaign and item (the Rebel Alliance may have factories turning out functional frag grenades... they're not hard... but an unaffiliated smuggler might have a harder time getting them), but what kind of roll do you require to get Restricted items when the characters are restricted from getting them? What about keeping restricted items?

To me, The R (Restricted) means USUALLY they are only available, to proper militias, militarys, merc companies and Law-enforcement types.. Most planets will not allow someone with an "R" item through customs, unless they are any of the above, and often, the local authorities will go so far as to arrest the one who has the R item, unless they have some sort of certification for being allowed it.

BUT like in the real world, with military guns that make it onto the black market, so too in SW will items like that, manage to slowly make it onto the black market, but that's why the law (imperials or even local), will work to arrest/charge, those who have them.

So as to how someone gets them, usually its a mix of Bureaucracy/law enforcement, to try and get them legally (often with some conning and/or forgery/bribery tossed in), so one has a "Legit" certification to get/carry them.
OR a Streetwise roll or three, to locate, then bargaining/persuasion rolls, to get the items, but doing it that way, often you don't get any sort of certification to have the item(s). SO IF real LE finds you, better hope you got a lawyer on speed dial!

garhkal posted this house rule a while back. It's limited to the difficulty of finding objects for sale, but it's worth mentioning here.

I would see grendes 1,R as something lkie this.

1 making them widely availble but the R making them restricted, not a conflict in my oppinion.
I can easily see a world like star wars that some grenades can be sold over the counter in most licenced weapon shops to those with a licence, hence restricted.

becuse it is restricted and not even in the star wars worlds would it be reasonable for the everyman to walk around openly carrying a belt of grenades, he will be arrested, and there lies the restiction.

I can see this where a sporting blaster is allowed, but you will need a licence or be arrestd if you carry a heavy blaster.

So to me the 1 meaning a common item/weapon, but R making it require a licence to own

And how rare is the R, I would say not rare,v the R is ther for most if not all weapons, it is the application of restrictions.

I have not read the thrad referred to below here, but I would think that there should maybe be other categoties, maybe something indicating licence but still common.

I can see the same with cars on earth, they are all over the place, but you need a licece to drive one, therefor it is a 1, R, the unlicenced can not legally drive one, due to that restiction. but the cars are abundant

Honestly I don't see any conflict between 1 and R.

Here are some examples;
Some examples of 1 and R products.

1 - Prescription cough medication. every pharmacy has it, but you need a script.
2 - Cigarettes - every gas station sells them, but you need to be of a certain age.
3 - Alcohol - very widely available, but with multiple levels of restriction (by % concentration and area, age etc.).
4 - Regulated herbicides - based on chemicals and size of container.
5 - Regulated chemicals - based on size of container, and content (abusable volatile chemicals for example).
6 - Class B or 1.3G Fireworks - the big kind for big shows - need special permits, but widespread availability.

etc.

Supply and demand is a bigger factor I would think....
They don't sell as much of a specific restricted product because the number of people who might use it may be low - a very health conscious community might not sell as many cigarettes, or a town with very few businesses that need certain chemicals might not distributors there etc.

Now, if you wanted to get detailed on what type of permit might be needed for R class weapons - it could be a guy who has a bounty hunting license, or someone who is a registered bank guard, or bodyguard, or courier service who transfers expensive cargos etc.

On in areas that have VERY dangerous critter problems - the wildlife control people might have special permits (the rancor's got into the food storage again...).

Also, depending on where one is at, the "R" may be more of a guideline, than a hard and fast rule.

No, I got past that part. Like I said, it was frag grenades... you can make those on pretty much any planet in the galaxy, but they're going to be restricted as to who gets them. I'm just more used to associating an R or an X with a really high number, so it took a moment to get the gears meshing.
