				| In WEG, COMPNOR was pretty much the German SS.  In the movies, where we don't see them, the Stormtroopers take that role. 
 Courageous, yes.  Charge through battle, sure.  Hit no-name characters like it was going out of style (*Cough*Hoth*Cough*), a bit, yeah.
 
 Otherwise, Elite only in that they got fancy uniforms.  Max Payne had something to say about that in the third game.

				| I have pretty much come to the conclusion that Stormtroopers are the equivalent of the US Marines... shock troops, usually assigned to ships as security. They've got a lot of esprit de corps, and loyalty to the Empire... a real oorah attitude... but aren't terribly different from army troopers, except maybe a bit more CQB training, no matter what they tell you. _________________

 My guess is that when WEG was building their RPG, the most popular RPG out there was D&D. In D&D everyone wore the best armor they could get, unless the rules specifically said you couldn't.
 
 I imagine they looked at the Star Wars movies...saw that armor was 'a thing' but that most characters didn't wear any. The penalties are  game-mechanic to encourage players NOT to wear armor in order to better simulate the source material.
 
 It was a stick...because there's no real 'carrot' benefit to forgoing armor.

 I think they fit good with it but it's an RPG. RPG's are made to customize. And even the authors encouraged the reader to make changes as needed. Change it up! I say the only way to play RPG's wrong is, if you (and your friends) aren't having fun.

 If I felt the need to resolve a conflict (during a gaming session) between a WEG book and a novel, I'd choose WEG. I think they're the closest thing we fans ever got to an objective approach to the SWU.
