As the warmaster, shouldn't Tsavong Lah have tactics?

He should, but he doesn't have that ability in his D20 stats. There is actually a lot of skills these Vong should, that they don't,
example I've added Command to most of these 'Commanders' as they don't have it at all.

I'll look at updating his stat block with Tactics tomorrow
