It isn't in RAW, but I use something similar to what Cheshire posted as a house rule for starting language fluencies. (For starting out, PCs gets Basic for free, and an additional number of languages to be fluent in equal to the number in front of the D of their Languages skill). If a roll is ever needed (for complex matters and such) for any of these starting fluencies and the PC has no specilization dice in it, then the die value rolled defaults to the language skill or 5D, whichever is greater.
As an option under the RAW, it is true that after successfully making making 10 difficult or higher language rolls during play in a specific language, the character is considered to automatically be fluent the language. I would apply the above rule for the rare cases where a roll is needed for determining how many dice to roll in this case.
My starting language fluencies rule and and the above method of gaining fluencies during play are both ways of having a language fluencies without necessarily having a 5D specialization in the languages. I have a spot on my character sheets for listing language fluencies.
Yes, as an option in the RAW, during character creation players could use one skill die to make three specialization dice, and then may use any of them for more language specializations, raising them closer to, equal to, or greater than 5D (the point at which they become fluent in that language). Esoomian is correct in that according to RAW, during or after character creation you could raise your base Language skill to only 4D+2, and then at a mere cost of 2 CPs (half the value in front of the D), you could create language specializations and instantly be considered fluent in that language. Of course the rules for having access and time for training when appropriate still apply like with all skills.
But I agree that it can be advantageous to have a higher languages skill for communicating in languages you are not flient in. Protocol droids are annoying to take with you. And that little translator device should be extremely expensive or else there wouldn't be a need for protocol droids in the galaxy, and the movies show a need for protocol droids and no little devices. _________________ *
